He worked in the public sector for over twenty years, specializing in industrial policy, foreign trade, public policies, regulation improvement, and rules of operation.

In Mexico’s Ministry of Economy, he worked as an Advisor and Private Secretary for the Undersecretary of Industry and Commerce; Advisor to the Minister of Economy, and Chief of Staff to the Undersecretary of Foreign Trade. He also worked in the Ministry of Finance and Public Credit and the Ministry of Agriculture, Livestock, Fisheries, and Food. At the local level, he worked as Chief of Staff of the Secretary of Rural Development in the state of Puebla.

He participated in several trading negotiation processes, such as those for the modernization of the North American Free Trade Agreement (NAFTA), now the United States-Mexico-Canada Agreement (USMCA), and the Free Trade Agreement between Mexico and the European Union. At the government of Puebla, he designed the rules of operation for the support and development of the agricultural sector.

He got its Bachelor’s degree in Political Science and Public Administration from the National Autonomous University of Mexico, and a Master’s degree in Public Policy at the Instituto Tecnologico Autonomo de México. He has taken several courses on rules of origin, dispute resolution, market access, and multilateral agreements by the World Trade Organization.
